Vintage leather swagger stick / walking cane. Dating to the turn of the last century these leather clad walking canes were also used as weapons. They were weighted with lead in the center to defend against any unsavory character and can flex to ensure that they do not break. These have sometimes been referred to as plantation canes for some reason.

Swagger sticks are most familiarly carried by military officers or more senior non-commissioned officers. They are also often carried by officers in police and paramilitary forces.
